A single damaged tile, a cracked ridge cap, or a lifted sheet is normally a straightforward repair — the surrounding structure is sound, and fixing the specific failure point stops the leak. These jobs are usually quick and don't require touching the rest of the roof.
Re-roofing becomes the better option when the damage is spread across multiple areas, when the roof structure itself has started to sag or rot, or when the roof is old enough that one repair is likely to be followed by another a few months later. At that point, patch repairs cost more over time than doing the job properly once.
